Project Manager (Part-Time, Service Contract)
1. Background
COSV – Coordination of Organizations for Voluntary Services (Branch Prilep) is a partner in the EUfunded
cross-border project iCARE – Healthcare Open and Inclusive for All, implemented under the Interreg VI-A IPA Greece–North Macedonia Programme (2021–2027).
The iCARE project aims to improve inclusive and equitable access to primary healthcare and social care services for vulnerable and high-risk groups, including elderly people, persons with disabilities,
individuals with chronic conditions, and residents of remote and rural areas. The project is implemented through a multi-partner cross-border partnership involving public authorities, municipalities, and civil society organisations in Greece and North Macedonia.
Within this framework, COSV intends to recruit a Part-Time Project Manager to support the effective implementation, coordination, and compliance of COSV’s project activities.
2. Position Information
– Position Title: Project Manager
– Contract Type: Part-Time Service Contract
– Duration: 20 months
– Duty Station: North Macedonia (Bitola or Resen preferred), with hybrid/remote flexibility
– Reporting Line: COSV Project Coordinator / Focal Point
– Expected Start Date: Upon recruitment- January 2026
3. Purpose of the Assignment
The Project Manager will support COSV’s role in the iCARE project by ensuring effective application of Project Cycle Management (PCM) principles throughout the project lifecycle, including planning,
implementation, monitoring, reporting, and closure.
The assignment requires solid expertise in PCM and proven hands-on experience in Interreg and other EU-funded projects, ensuring compliance with programme rules, quality delivery of outputs,
and effective coordination across multiple partners and work packages.
4. Scope of Work and Key Responsibilities
A. Project Coordination and Oversight
– Coordinate COSV’s project activities in line with the approved Application Form, Work Plan,
and budget.
– Ensure timely delivery of COSV’s outputs and deliverables, applying PCM tools for planning,
monitoring, and risk management.
– Maintain continuous coordination with the Lead Partner (ESAmeA), Municipality of Prespes
(PP3), Municipality of Resen (PP4), and other project partners.
– Participate in Project Monitoring Committee (PMC) meetings and coordination structures,
providing progress updates and technical inputs related to COSV’s role.
– Ensure alignment between COSV’s methodological outputs and infrastructure- and servicerelated
activities implemented by partner municipalities.
B. Procurement and Compliance Support
– Monitor procurement procedures related to COSV deliverables, ensuring compliance with Interreg rules, EU procurement principles, and PRAG requirements where applicable.
– Coordinate the preparation of technical specifications, terms of reference, and supporting documentation.
– Ensure proper project documentation, filing systems, and audit-ready records in line with EUfunded project requirements.
– Support internal quality assurance processes and contribute to risk mitigation and corrective actions when needed.
C. Implementation and Methodological Support
– Coordinate COSV’s technical contributions to:
o accessibility guidelines and standards,
o digital health and digital literacy tools,
o training and capacity-building materials,
o pilot programme methodologies and exercises.
– Support the preparation of content for communication, dissemination, and awareness-raising activities.
– Facilitate information exchange with local stakeholders, institutions, civil society organisations, and partner municipalities.
5. Required Qualifications and Experience
Essential Qualifications
– University degree in social sciences, development studies, public policy, management, or a related field.
– Minimum three (3) years of professional experience in the management or coordination of EU-funded projects, with demonstrated experience in Interreg programmes.
– Strong knowledge and practical application of Project Cycle Management (PCM) throughout all project phases.
– Demonstrated understanding of EU procurement procedures, compliance standards, eligibility rules, and reporting requirements.
– Proven experience in coordinating activities across multi-partner, cross-border, or institutional environments.
– Excellent organizational skills, including planning, document management, and deadline tracking.
Core Competences
– Strong coordination and communication skills, with the ability to work effectively with municipalities, public authorities, civil society organizations, and technical experts.
– Ability to synthesize technical, financial, and operational information for decision-making and reporting.
– Capacity to actively contribute to steering, monitoring, and coordination bodies (e.g. PMC).
– Fluency in English and Macedonian (spoken and written).
– Familiarity with accessibility, social inclusion, healthcare, or digital innovation topics is considered a strong asset.
6. Contract Conditions
– Contract Type: Part-Time Service Contract
– Duration: 20 months
– Working Schedule: Flexible, aligned with project milestones, coordination needs, and reporting deadlines
– Travel: Occasional travel to project sites and meetings may be required
