COSV PROGRAMME IN MOZAMBIQUE
 
The COSV programme in Mozambique aligns with COSV’s global strategy for inclusive socio-economic development, based on the integration of market transformation and social justice. COSV works to make local economies more inclusive and innovative through sustainable entrepreneurship, public-private partnerships, access to finance, and the development of regenerative value chains. At the same time, it strengthens social cohesion and community dignity through participatory governance, rights protection, access to essential services, and education. This integrated approach creates the conditions for a Just Twin Transition – green and digital – that is fair and accessible, ensuring no one is left behind in environmental and technological innovation processes. Each intervention is designed to generate both economic and social impact, enhancing local capacities and supporting shared development pathways.
 
WHAT TO EXPECT
 
As Programme Manager in Mozambique, you will play a strategic role in developing the strategy and coordinating COSV’s activities in the country. The Programme Manager handles institutional relations with local authorities, donors, partners, and international agencies, ensuring alignment with the organization’s values and global strategy. You will be responsible for consolidating and expanding COSV’s presence by identifying and developing new opportunities, in close collaboration with the HQ Focal Point, the Social and Solidarity Economy technical unit, and the Strategy and Partnership Expert for Africa. You will also contribute to strengthening the organization’s visibility by overseeing communications and participating in relevant networking spaces. The position requires initiative, autonomy, and the ability to build inclusive partnerships and promote sustainable, locally rooted development models, in line with COSV’s values.
 
MAIN RESPONSIBILITIES
 
Coordination of external relations and institutional representation:
• Managing relationships in-country with institutions and local authorities; donors, institutions, NGOs, and international agencies; and local and international partners.
• Representing COSV at networking events in Mozambique and reporting back to the team.
 
Drafting and submission of new proposals:
• Monitoring national and regional funding opportunities;
• Engaging and maintaining relations with potential donors;
• Engaging and maintaining relations with potential partners;
• Drafting project proposals (including technical and financial proposals, ToC, logical framework, timeline, and M&E plan).
 
Strengthening and promoting COSV’s image in the country:
• Managing external communication and visibility (both for the programme and individual projects);
• Overseeing and ensuring strategic coherence of ongoing projects and relationships with COSV’s overall strategy;
• Initiating and managing Knowledge Management at COSV Mozambique.
 
QUALIFICATIONS
 
• Degree in relevant fields: business administration, economics, finance, law, education sciences, political science, social sciences, sociology, international cooperation or equivalent;
• At least 2 years of proven experience in managing international development cooperation projects and programmes abroad;
• Good knowledge of the project cycle and key development cooperation and project management tools;
• Knowledge of procedures, rules, and funding mechanisms of major donors (PRAG/EU, AICS, AFD, Norad, GIZ);
• Excellent external relationship skills with NGOs, government entities, public institutions, agencies, companies, and private donors;
• Proven networking abilities;
• Excellent knowledge of Microsoft applications – in addition to strong command of Excel, Word, PowerPoint, and Outlook, good knowledge of SharePoint and Power BI is highly desired;
• Proactive approach and ability to work in teams, building productive relationships with colleagues, partners, and beneficiaries;
• Strong leadership, communication, dialogue, coordination, and teamwork skills;
• Languages: fluency in Portuguese and English;
• Commitment to COSV’s mission and full adherence to its values.
 
PREFERRED REQUIREMENTS
 
• Fluency in Portuguese;
• Demonstrated knowledge of the following areas: social and solidarity economy, rural development, digital transition, renewable energy, blended finance, ecogovernance;
• Previous work experience in Mozambique;
• Experience in corporate marketing and/or fundraising for NGOs;
• Knowledge of Social Economy principles.
