Local Employment Partnerships
 
The action aims to improve the labor market and increase the employability of hard-to-employ groups by supporting local employment partnership (LEP) initiatives in the former royal capital of Cetinje. (General objective). It will adopt a holistic and multilateral approach that promotes cooperation among various relevant societal actors (unemployed individuals, local self-government authorities, members of the Local Employment Partnership (LEP), the Cetinje Centre for Social Work (CSW), the Cetinje Labor Bureau (CLB), and the Agency for Business Development and Support (ABDS), all in the role of Associates, along with local tourism and hospitality (T&H) businesses, interrelated sectors such as food processing (linked to tourism operations and activities), green businesses/circular economy, and potential social entrepreneurship actors).
 
The purpose of this action is to increase employability and support employment and self-employment for identified target groups (unemployed individuals, with a focus on social assistance beneficiaries, women, low-skilled unemployed, and youth) through active measures tailored to the specific labor market conditions in the Cetinje area. Moreover, the revised and approved employment action plan aims to test different forms of collaboration between the public and private sectors, where a design-oriented approach can play a crucial role in making such collaborations more productive and innovative. By involving user communities and other types of local stakeholders within the LEP and the social entrepreneurship component in the design of employment measures, there is an opportunity to raise awareness on the importance of fostering change both culturally and organizationally. Such multi-stakeholder collaborations will prevent potential disruptions by bringing a new perspective, a new language, and a new way of making things happen—in short, a new culture.
 
Specific Objectives (Outcomes OC):
 
Outcome (OC) 1: Increased employability and employment among unemployed target groups in tourism and hospitality (T&H), interrelated sectors, green businesses/circular economy (GB), and social economy (SE) in Cetinje.
 
Op 1.1 LEP membership in Cetinje is expanded, and the local employment strategy/action plans are redefined and established.
(Indicator: 1 employment strategy and action plan ratified by the local parliament)
 
Op 1.2 A theoretical and practical training program is developed and implemented for hard-to-employ groups in targeted sectors.
(Indicator: 30 trainees)
 
Op 1.3 Successful trainees have secured employment in targeted sectors.
(Indicator: 10 employed individuals)
 
Outcome (OC) 2: Improved competitiveness of local businesses and increased prospects for employment and self-employment in Cetinje.
 
Op 2.1 Sustainable advisory services and an online exchange hub for entrepreneurs established through the creation of a tailored mentor pool.
(Indicator: 20 mentored entrepreneurs)
 
Op 2.2 Implementation of socially inclusive business plans to ensure sustainability and follow-up after project completion, with additional impact on the local labor market.
(Indicator: 20 entrepreneurs supported, 3 new businesses registered)
