Open Call for Project Proposals for Civil Society Organisations – LEAD2Growth
Within the project LEAD2Growth – Community-Led Rural Development and Growth Initiative, an Open Call for Project Proposals is launched for civil society organisations and local initiatives contributing to sustainable local development in Montenegro.
The Call is launched by the Network for Rural Development of Montenegro (NRDM), in partnership with Cooperation for Development (COSV) and the Local Democracy Agency (LDA), with the financial support of the European Union and co-financing from the Ministry of Regional-Investment Development and Cooperation with Non-Governmental Organisations of Montenegro.
The Call is implemented through the Local Development Empowerment Fund (LDEF), a grant scheme supporting innovative initiatives led by civil society organisations and local actors in rural communities.
Priority areas of support
The Call supports projects contributing to:
• rural development and diversification of the local economy;
• green innovation and environmental protection;
• social innovation and community-based services;
• digital, educational and cultural innovation.
Particular attention will be given to initiatives that include Income Generating Activities (IGA) within the community and contribute to strengthening local partnerships and Local Action Group (LAG) initiatives in line with the LEADER/CLLD approach.
Financial support
The total budget of the Call is EUR 350,000.
The amount of individual grants is:
• minimum: EUR 10.000
• maximum: EUR 30.000
The grant may cover up to 100% of the eligible project costs.
Project duration
Projects must last:
• minimum: 6 months
• maximum: 12 months
Who can apply?
Applications may be submitted by civil society organisations registered and established in Montenegro, with at least 12 months of registration and an annual financial turnover not exceeding EUR 60,000 in the last fiscal year.
Geographic coverage
Projects must be implemented in one or more of the following municipalities:
Andrijevica, Berane, Bijelo Polje, Kolašin, Mojkovac, Rožaje, Gusinje, Plav, Pljevlja, Šavnik, Plužine, Petnjica, Žabljak, Nikšić and Danilovgrad.
Deadline for submission
The deadline for submitting applications is 31 May 2026.
