COSV – Coordinamento delle Organizzazioni del Servizio Volontario is an organization with a legal personality, established in Italy in 1968, engaged in carrying out development interventions and humanitarian aid in Europe, the Balkans, Sub-Saharan Africa and the Middle East. Peace, respect for human rights, and environmental protection are the main pillars on which COSV action is focused, pursuing a comprehensive development approach, coordinating with local communities and establishing strategic partnerships and networking.
COSV in North Macedonia, as a local branch of COSV registered in Prilep, is a non-profit organization active in the country since May 2009. Respecting the general strategy, approach and mission of COSV within the implemented projects there are different aspects of cooperation with entities that we were working with. COSV in North Macedonia implemented a dozen projects in the field of improvement of the living conditions and inclusion of the most vulnerable groups with a focus on Roma and environment protection.
Project funds were provided by: Ministry for Foreign Affairs of Italy that co-finance the initial phase of action of COSV in North Macedonia and continues with funds provided by the European Union Commission as the main donor, aiming to strengthen CSOs, promote cooperation between civil society actors, public authorities, Local Self-government units and Authorities at Central level, where COSV of North Macedonia build strong partnership and cooperation with this actors.
COSV in North Macedonia works in accordance with the COSV Integrated Programme for the Western Balkans, focusing on the promotion of fair societies and social inclusion, the conservation of natural capital and the support for a sustainable economy.

The project

ENTEG is a project funded by the European Commission under INTERREG IPA CBC Greece – the Republic of North Macedonia within the Priority Axis 1 – Development and Support of Local Economy.
The main thematic objective of ENTEG is to promote employment, labour mobility and social and cultural inclusion across borders through, inter alia: integrating cross-border labour markets, including cross-border mobility; joint local employment initiatives; information and advisory services and joint training; gender equality; equal opportunities; integration of immigrants communities and vulnerable groups; investment in public employment services; and supporting investment in public health and social services.
The project approach is the Triple Helix (academia, state and business) which with the enhancement of entrepreneurial skills of graduates, can contribute to S.O.1.1 of the programme “Create employment opportunities for educated graduates by exploiting comparative advantages of the cross border area, preferably with the use of innovative tools and practices”.
A specific objective of the project is to approach also graduated Roma people in the Republic of North Macedonia, as this is a vulnerable group with more barriers to entering into the labour market as employees or creating new business.
A specific objective of the project is to achieve the creation of a Virtual Entrepreneurship Lab (with ICT tools, materials, repository, a forum of ideas, collaborative space, etc.) to enhance the involvement of young scientists in experimenting with new ideas and collaborating with others.

The Project is addressing the problem of the unemployment of graduates of higher education in the intervention area. Although the programme eligible area has a significant number of knowledge carriers and precious local assets for exploitation and sustainable growth, it lags behind in absorbing satisfactorily the young scientists of all fields.
The project capitalizes on some successful projects that were completed previously, in developing the concept of Entrepreneurial Training for graduates, which according to the Entrepreneurship 2020 Action Plan of EU, is a key component for local development as it provides competencies, self-confidence, knowledge of important tasks in enterprises, encourages for self-employment and other entrepreneurship forms and also increases the employability (proven for the graduates who receive Entrepreneurship Education).
Entrepreneurship Education could increase the number of new innovative start-ups and that by itself bring more employment and contribute to local development by exploiting the comparative advantages of the intervention area.

The project prepares important studies regaled to the state of play and trends of the needs of existing enterprises and markets and the current and future trends, in order to back the matchings of needs and labour offer. Special care is taken for Roma graduates in North Macedonia, who face more barriers due to prejudice in society.
ENTEG envisages organizing consulting and mentoring offices and a virtual entrepreneurship lab with ICT fools, materials, a repository, forum of ideas, collaboration space for all etc., and a series of lectures that will be available after the testing (2 pilot cycles of training) and for all, while it will support new entrepreneurs at their beginning.
The project partners: Regional Development Fund of Central Macedonia from Greece; Technical Chamber of Greece; Youth Cultural Center from North Macedonia and COSV from Italy with its branch in Prilep, North Macedonia; have a long presence and action in the area of intervention with very good knowledge and understanding of the particular needs, problems and barriers and are the optimal choices to deal with the addressed topic.

Job description

COSV is looking for a Project Manager to support the administrative and programmatic management of the EU-funded ENTEG Project in North Macedonia. We are looking for an exceptionally motivated, knowledgeable, reliable, flexible and driven individual who is able to work independently. Under the supervision of the COSV Country Coordinator and in coordination with the project’s other consortium members based in Bitola, the candidate will be responsible for donor regulation compliance, contracting, financial tracking, forecasting, reporting and administration of overall project implementation. He/she will also work closely with the Country Coordinator and other team members of COSV to develop concept notes and other programme documentation.

This position will be based in Bitola, North Macedonia.


The PM will be contracted for a 12-month period, which, upon satisfactory performance, could be extended further. The Project Manager reports to the COSV Country Coordinator in North Macedonia.


Key responsibilities


Project administration and management


• Ensure the project implementation is conducted in compliance with EU, COSV and applicable Government of North Macedonia regulations.
• Monitor and control expenditure against project budgets, conduct financial forecasting and contribute to financial reporting.
• Coordinate the collection of information for substantive project reports, including
interim and/or annual update reports.
• Contribute to the design and monitoring of work plans and monitoring & evaluation
(M&E) tools in consultation with COSV technical experts to ensure the project delivers against objectives meets donor requirements and aligns with the COSV in the Balkans programme strategy.
• In coordination with the project’s technical experts, ensure deliverables are delivered on time, meet objectives and are in compliance with donor requirements.
• Ensure adequate project documentation.
• Collate documentation/other administrative requirements to comply with due diligence and grant requirements.
• Support other COSV development efforts in North Macedonia and the Western Balkans.


• Design and lead the project planning and implementation by liaising with partner organizations, consultants and beneficiaries on programmatic and administrative
matters as required by the project’s technical experts.
• Facilitate a good organization of the teamwork
• Facilitate and support the coordination between consortium members and the COSV team
• Contribute to stakeholder management, including but not limited to government
counterparts, donors, partners, civil society representatives, etc.


Qualifications and skills


• University degree in public or business
management, economy or other relevant fields.
• At least two years of experience administering national and/or international funded development projects, preferably projects funded by the European Union.
• Good knowledge of EU funding regulations.
• Substantial experience in costing and budgeting as well as financial management for
development projects.
• Experience writing operational reports.
• Experience working on development projects in the areas of social inclusion of vulnerable groups, entrepreneurship and/or social entrepreneurship is not a requirement but a definite advantage.
• Experience liaising with North Macedonia Government agencies and state-owned enterprises an advantage.
• Fluency in spoken and written English.
• Experience with M&E is an advantage.
• Demonstrated ability to work independently and across time zones while maintaining
close contact with the team, communicating transparently and proactively, and reliably
adhering to timelines.
• Conflict management and negotiation skills.
