POSITION: Procurement Officer – Contract: COSV
COUNTRY: Albania
DUTY STATION: This position will be based in Tirana and Pogradec with frequent trips to the country.
STARTING DATE: October 2023
DURATION: The PM will be contracted for a 3-month probation period, which, upon satisfactory performance, could be extended for 12 months.

THE PROJECT
 

COSV is an International NGO, founded in 1968, engaged in development and humanitarian aid interventions in Europe, Balkans, Southern Africa and Middle East. In consortium with local and international entities, COSV is one of the implementing partners of the LAKES OF ALBANIA project, funded by AICS. The action intends to promote innovative models of sustainable and responsible tourism in the areas related to the two main lakes of Albania – Lake Shkoder and Lake Pogradec/Ohrid – as opposed to models of invasive tourism and development in strong expansion throughout the Albanian territory, in order to contribute to an inclusive economic growth of Albania.

 

JOB DESCRIPTION

 
Main Responsibilities
 
The candidate is expected to support the management of the procurement chain, in line with the Programme procurement procedures, under the coordination of COSV Programs Coordinator and/or the Finance Officer, in compliance with COSV internal policy and EU procedures.
 
Qualifications
 
Essential: Bachelor Degree or Diploma in Procurement and Supply Chain Management and/or equivalent subject with relevant professional experience in the sector; At least 3-5 years of previous relevant experience in the NGO / Development Cooperation sector, in a similar position, preferably in procurement for construction works in remote areas of the country, managing sourcing processes and supplier relations; Provision of verifiable 3 references, of which 2 in the NGO sector; Excellent knowledge of computer applications; Excellent communication skills in English. Italian language is an asset; Strong facilitation, negotiating and problem solving skills; Driving license with at least 5 years driving experience.
 
Specific duties and responsibilities include, but are not limited to:
 

  • Adapting EU policies, procedures and practices, and others from the professions’ best practices
  • Responsible for the Project procurement plans, contract administration, monitoring and progress reporting in regard to the procurements;
  • Establishing and maintaining an information database on procurement services;
  • Conducting the procurement of services, supplies, works and grants according to the provisions of the EU Guidelines and Project Operations Manual;
  • Lead contract negotiations and prepare contracts for related services, supplies, works and grants
  • Prepare and publicize procurement notices, as applicable, under various procurement methods and use of required systems e.g. PRAG, STEP (World Bank procurement planning and reporting system), Teams, Procore;
  • Prepare bidding documents, request for proposals and other procurement documents with support from technical staff who provide comprehensive specifications, terms of reference, etc.;
  • Develop purchase and shortlists as required, of service providers, suppliers and contractors based on the procedures applied;
  • Conduct the bidding and selection process;
  • Provide administrative and procedural support in the technical and commercial evaluation of bids and the preparation of bid evaluation process and reporting;
  • Verify contract payment documents for the services, supplies, works and grant contracts;
  • Organize contract closure procedures and final reporting;
  • Provide accurate and timely information to all relevant stakeholders throughout the project.

 
Desirable: A good team player with strong interpersonal skills and ability to work independently and effectively under pressure and strict on meeting deadlines. Previous experience in EU funded projects: sound knowledge of EU procedures and implementation standards; Previous experience in projects implemented with private sectors and in large NGOs consortia.
